It clarifies the doubts existing in the current practice, and the general tone of "encouraging the development of guarantee-type insurance and strictly controlling medium and short-term partial financial insurance" has not changed. If the new regulations specify that insurance companies may apply for short-term and medium-term products for record because of liquidity management needs or asset-liability matching management needs. But at the same time, we should set quota and proportion requirements for short-term and medium-term products, that is, starting from 2020, the annual premium scale of short-term and medium-term products of insurance companies should be controlled within two times of those who invest capital and have larger net assets at the end of the latest quarter, and the premium scale proportion should not exceed 20%. Short and medium-term products: can be filed, but on the premise that the regulatory authorities have issued a number of short and medium-term product regulatory documents, so that the market once thought that such products have been suspended. In this regard, the new regulations make it clear that insurance companies can apply for short-term and medium-term products, but there are certain prerequisites. According to the draft of the new regulation, insurance companies can apply for short-term and medium-term products because of the need of liquidity management or asset-liability matching management. Personal insurance companies in the period of risk disposal may apply for short-term and medium-term products to be filed for liquidity management needs. The short-term and medium-term products referred to here refer to the two-all insurance products developed and designed by the life insurance company for a period of less than five years and not less than three years. But the new regulations also set quotas and proportions for short and medium-term products. For example, insurance companies should reasonably determine the business scale of short-term and medium-term products according to factors such as the company's capital strength. Since 2020, the annual premium scale of short-term and medium-term products of insurance companies should be controlled within two times that of those with large investment capital and net assets at the end of the latest quarter; insurance companies should constantly adjust and optimize the debt structure, strengthen asset-liability matching management, and gradually reduce the proportion of short-term and medium-term business to a reasonable range. Since 2020, the annual premium scale of short-term and medium-term products of insurance companies should not exceed 20% of the total premium of that year. The new regulations also require insurance companies to provide cash flow forecast data for the next three years for filing applications for liquidity management, and to propose short-term and medium-term product sales for the next three years based on the cash flow gap. The sales volume of short and medium-term products shall not exceed the cash flow gap forecasted by the company. For the application for filing due to asset-liability matching management, the insurance company shall provide detailed description of the sales volume of the product to be filed and the sales of the product for improving the asset-liability structure of the company, reducing long-term interest rate risk and other operational risks. The insurance company shall state in the filing materials the annual sales plan for short and medium-term products, and shall not exceed the regulatory limit. Strictly control the tone of short and medium-term products remains unchanged. Seen from the draft for comments, the overall tone of strictly regulating short and medium-term products has not changed. For example, insurance companies are required to develop and design short-term products so that the insurance period of the products is consistent with the actual duration. At the same time, short-and medium-term product development should not take the following actions: changing the actual life span through the design of clauses such as policy loans, partial collection and reduction of insurance amount; changing the actual life span through the design of product pricing parameters such as surrender fees, surrender rate assumptions and continuous incentives; and improving or reducing the cash value
